There can be no " best ever " IMO . My favorite is David Gilmour , mainly due to his vibrato and soaring solos . Great voice too . Shredding is lame . Nothing that hasn't been dome one million times before . Any asshole can learn how to do it . That said , many great players do it with some flair and it enhances their playing , i.e Dimebag . When Tom Morello does it I tend to dig his playing more so .

Dio had a great guitarist named Tracy G that I considered the Metal Gilmour. OMG, he could do more things with one soaring note than Vivian Campbell could do with 100. His live solo on Dont Talk To Strangers off of Last In Live is too perfect for words. Easily out does Vivian's original, which I once thought was an impossibility.

While I tend to agree, there are a lot of horrible "slow" players as well. Ace Frehley is one that immediately comes to mind. John "I'm a Fucking Poser with my Shitty Tattoos and Faux-Worn-Away-But-Really-Sanded-Down-Guitar" Mayer is another.
Malmsteen IMO still has the best tone and vibrato of the shredders. Satch and Vai are right there in a more modern way. More guys today have copped their tone than that of EVH back in the day.
Remember Jeff Watson? The other guitar player besides Brad Gillis in Night Ranger. Ever catch his 8 finger solos. Hysterical.
You know.......if you started saving your money today.......in a year or so....you could afford that sense of humor you so desparately need.
Heres a funny old clip of PG doin a clinic. He's a really funny dude. That little bit where he's hitting the same F on adjacent strings is friggin funny. Fun to do, I suggest you try it.
LOL. I used to do something similar with the bar. I would slide a note up the fretboard while depressing the bar along the way only enough so that the note doesn't actually change. It gives a weird, wobbling effect and was a little more interesting way to end a solo rather than a typical dive bomb.
