No, he isn't. Not all steroids have a testosterone structure, if you want to be precise. AND changing the structure of testosterone into something like boldenone makes the hormone act differently. So saying someone who isn't on EQ has the same hormones in his blood as someone who is...it's wrong. It's like saying since adderall has a PEA structure that people on adderall are on something naturally occurring.

Steroids are manufactured from testosterone and any variance is still based upon the testosterone structure.

Why? Because he has a broad audience, but a large majority are most likely pretty young. He presents his beliefs as "the truth" suggesting they are factual, which they are not. It's irresponsible. All he would need to do is say "I think this is why" or "This is only my opinion" and I'd have no problem with it. But he sees himself as an authority on things and presents his opinions as facts.

And steroids all share the steran nucleus as a base structure, however they are manufactured from either testosterone, DHT, or nandrolone, and any variance is based upon whichever one of those 3 was used as the starting point.
