    I just finished watching Pumping Iron and I noticed that Arnold and Lou Ferrigno wouldn't use the full range of motion for different exercises. For example, when they did the Military Press, they never would lock out their arms, they would just go up halfway. Why would they be doing this?

    To keep constant tension on the muscle.

      Watch Arnold doing dumbell flys. He only comes halfway up because the closer you get to vertical the less work your pecs are doing. your arms will be the only thing supporting the weight.
